Prof. Sinan Gezici
Prof. Sinan Gezici received his B.S. degree in Electrical and Electronics Engineering from Bilkent University in 2001. He pursued his doctoral studies in the Department of Electrical Engineering at Princeton University and received his Ph.D. degree in 2006. From 2006 to 2007, he worked as a research scientist at Mitsubishi Electric Research Laboratories (MERL) in Massachusetts, USA. Since 2007, he has been with the Department of Electrical and Electronics Engineering at Bilkent University. He was a visiting professor in the Department of Mathematics and Statistics at Queen’s University, Canada, during the 2024–2025 academic year. Dr. Gezici’s research interests include statistical signal processing, wireless communications, and positioning systems. One of his publications on wireless positioning systems is the book “Ultra-Wideband Positioning Systems: Theoretical Limits, Ranging Algorithms, and Protocols” (Cambridge University Press, 2008). Dr. Gezici has served as an editor for IEEE Transactions on Vehicular Technology, IEEE Transactions on Communications, and IEEE Wireless Communications Letters. In recognition of his outstanding contributions to wireless positioning and ultra-wideband systems, he was named an IEEE Fellow in 2025.Department Vice Chairs
Dr. Mehmet Alper Kutay

Dr. M. Alper Kutay received his B.S., M.S. and Ph.D. degrees all in Electrical and Electronics Engineering from Bilkent University, Ankara, Turkey in 1993, 1995 and 1999 respectively. Between March 1999 and July 2000 he was at the Communications and Signal Processing Laboratory, Drexel University, USA as a Postdoctoral Research Associate. He then joined The Scientific and Technological Research Council of Turkey (TUBITAK) and worked until 2017. He served as a technical leader for numerous research and development projects. Positions he held include Systems Engineer, Technical Project Manager, Acting Director of the Advanced Technologies Research Institute, Acting Vice President of TUBITAK. Since 2017, he has been with the Department of Electrical and Electronics Engineering at Bilkent University. He has published 25 refereed journal articles, 3 book chapters, and is the coauthor of the book “The Fractional Fourier Transform (Wiley 2001)”.
Assoc. Prof. Aykut Koç
Dr. Aykut Koç received a B.S. degree in Electrical and Electronics Engineering from Bilkent University, Ankara, Turkey, in 2005, an M.S. degree in electrical engineering in 2007, an M.S. degree in management science and engineering in 2009, and a Ph.D. degree in electrical engineering in 2011, all from Stanford University, Stanford, CA. He has authored or co-authored more than 90 research papers, one book chapter, and issued five patents. Dr. Koç is a Senior Member of IEEE, and currently serves as an Associate Editor of IEEE Signal Processing Letters, IEEE Transactions on Signal and Information Processing over Networks, and IEEE Transactions on Circuits and Systems for Video Technology. Dr. Koç is the recipient of the 2023 Science Academy Young Scientists Award (BAGEP). His research interests are in machine learning and signal processing, extending into natural language and graph signal processing.
